Introduction
Local
government faces an unprecedented challenge over the next
four years - the perfect storm of savage cuts, increasing demand
and rising expectation.
Old style approaches such as
salami-slicing are often seen as the only solution, and even if we
did know better ways to radically redesign the system, how do we
lead and manage this scale of change?
The Commissioning Support
Programme is working with national partners and leading
commissioners to find solutions.
The Outcomes &
Efficiency methodology has been developed by leading children’s
services commissioners to redesign all local services quickly, by
accelerating the commissioning approach that is already
established.
The methodology does not
promote a particular service design but empowers
local professionals and communities to understand the system
and create a more effective design. It offers a pragmatic,
scalable way of implementing Total Place and Big
Society, which quickly implements a top-led bottom-up design
of local services.

Efficiency model in more detail.
The Commissioning Support
Programme is working with many local areas to help roll out the
Outcomes & Efficiency methodology – early materials from this
work are available from the
Information Exchange.
