"Your child, your schools, our future: building a 21st century schools system" is the title of the new schools white paper which was published today. This document outlines the challenges and changes that schools now face, and describes reforms that have been made to meet these. These reforms build on the progress of the last decade. The paper then sets out The Pupil Guarantee which involves new entitlements to personalised support for every child, and the Parent Guarantee for every parent. Plans are outlined for securing those guarantees across the country, outlining changes to the curriculum, school partnerships, leadership and responsibilities.

The Commissioning Support Programme wants to hear your thoughts on this paper and how it will effect you.

Here are some initial reactions from the media on the white paper:

Summary of the White Paper

Hopefully commissioners will find the following summary of the white paper helpful. If you want to explore further how the White Paper affects your Children's Trust or you just want to give your intial response then why not post in this discussion forum.

If you have specific questions about the White Paper and commissioning then we will help you find an answer.

YOUR CHILD, YOUR SCHOOLS, OUR FUTURE: BUILDING A 21ST CENTURY SCHOOLS SYSTEM

A new Pupil Guarantee including one to one and small group work for children falling behind and progress check at Year 7

A new Parent Guarantee so they are fully involved in their child’s school, with school discipline agreements properly enforced

School Report Cards to give parents all the information they need, including other parents’ views

Backing teachers with an entitlement to training and a new ‘licence to teach’

A tough approach to school improvement with the best schools linking up to raise standards in all schools

The Your Child, Your Schools, Our Future White Paper sets out statutory Pupil and Parent Guarantees underpinned by legislation, a clear devolution of power matched by stronger accountability and an uncompromising approach to school improvement so that every child can succeed.

It creates a new Pupil Guarantee setting out what every young person should get during their school careers, including one to one or small-group tuition for pupils falling behind at primary and the first year in secondary school – with a progress check at Year 7.

The new Parent Guarantee includes tougher Home-School Agreements, so every family understands their responsibilities and heads can take action against parents with the worst behaved children if they do not comply.

The School Report Card will give parents all the information they need including not just academic results but pupils’ progress and other parents views.

The white paper also introduces a "Licence to Teach” with the intention of boosting public confidence by matching what happens with other high status professions like doctors and lawyers  and giving every teacher an entitlement to continuous professional development.

The White Paper proposes system reforms including Accredited School Groups – chains of schools, directly run by the best education providers and giving schools new freedoms to drive up teaching standards and introduce innovative approaches.

This podcast gives an overview of the those aspects of commissioning that are particularly relevant to schools as well as looking at those aspects of the Twenty First Schools White Paper that are closely linked to effective commissioning. This is a high-level introduction and the Commissioning Support Programme would be interested in hearing which areas you would like us to go into in more detail.
