In Kingston we have put together a template for commissioners within the Children's Trust to complete whenever they plan or are undertaking commissioning activity. The template has subsequently been adopted across the Council to help strategic commissioning across all areas.
At the present time it is used for Children's Trust (and wider Council) commissioning priorities but we also encourage its use for other commissioning. However it is not intended to be too prescriptive and there is an element of proportionality (so smaller individial commissioning would not need to complete the plan, even if the same principles apply).
At present the Strategic Joint Commissioning Unit within the Children's Trust will scrutinise plans and will offer support as necessary.
