Sheffield set out to develop a model and operational framework for commissioning provision for 14-19 year olds, so that young people would benefit from an excellent offer, which would help them achieve better outcomes. Sheffield also addressed what would be needed to prepare for taking on responsibilities for commissioning of post-16 provision. Its strategy and methodology is captured in a guide and toolkit. The National Commissioning Framework

From April 2010, responsibility for securing enough suitable education and training provision for all young people, including those aged 16-19, young people up to age 25 where a learning difficulty assessment is in place, and young offenders in youth custody, will pass from the Learning and Skills Council (LSC) to local authorities. The National Commissioning Framework (NCF) aims to set out the core processes for the bodies involved to commission for the education and training for 16-19 year olds, young people up to age 25 where a learning difficulty assessment is in place, and young offenders in youth custody. The draft NCF is now the subject of an open consultation which runs until 17:00 on 5 February 2010. After the consultation, the NCF will be reviewed and revised, and will be published, subject to legislation, in April 2010 by the Young People’s Learning Agency (YPLA) as part of their statutory guidance.
