This guidance provides
updated information to youth offending teams, community panel
members and court staff on new provisions on referral orders that
came into force in April 2009. It outlines how the Criminal Justice
and Immigration Act 2008 gives more flexibility and allows wider
use of referral orders.

The Participation Project, provided by the
national charity Action for Children (AfC), works directly with
young people as part of the Borough’s Children’s Participation
Network (CPN) to deliver participation for Tameside’s CYPSP. This
has ensured that children and young people are involved in the
design of services in a way that meets quality standards and best
practice guidelines.

This guidance has been developed as a
cross-governmental initiative on behalf of The Department of
Health, Department for Children, Schools and Families, the Youth
Justice Board and the Prison Service. The guidance is set out in a
pathway approach, with best practice case studies used to identify
when, what, where and how information needs to be shared to ensure
improved outcomes for children and young people, as outlined in
Every Child Matters: Change for Children.
