  • NICE Guidance on Promoting Physical Activity for Children (400 KB)

This January 2009 Guidance from NICE (the National Institute for Clinical Excellence) recommends that children and young people should do a minimum of 60 minutes of at least moderate-intensity physical activity each day. In a recent survey, only 45% of 15 year old girls and 68% of 15 year old boys questioned reached the recommended levels of activity. The guidance encourages commissioners of a range of services for children and young people to join up their thinking to promote increased levels of physical activity for children and young people and improve specific outcomes such as healthy weight. It makes a direct link between healthy weight and physical play opportunities. The guidance also calls for joined up local leadership of this agenda at Children’s Trust level.

  • Third Sector Organisations' Involvement in BHLP Pilots February 2008 (103 KB)

This paper is one of a series written to support the implementation of the budget-holding lead professional (BHLP) role in the 16 BHLP pilot authorities and elsewhere. It addresses the challenges of involving the third sector in the implementation of BHLP processes.

  • Learning About Change from the BHLP Pilots June 2008 (90 KB)

The budget-holding lead professional (BHLP) pilots have, over nearly two years, generated a wealth of information about change in children’s services. In this paper we draw out some of the more general messages this pilot has provided for managing – and being in the middle of – organisational change in children’s services.

  • Two, four, six, eight: How we gonna integrate? (78 KB)

Integration is in danger of being seen as a cure all. The latest buzz word in health and social services, the idea of integration won acceptance from all quarters. So much so that suggesting an alternative to integration is like being against motherhood and apple pie. To be for it is to sign up for the full integration of everything.

  • Towards mainstreaming BHLP interim report (88 KB)

The 16 BHLP pilot authorities are now well on the way to implementation and are starting to think about how best to continue BHLP when the pilot grants have run out. Decisions about sustaining and extending BHLP will depend on a number of things. The national evaluation by Newcastle University and local evaluation by many of the pilots themselves will provide evidence of the effect of BHLP on improving outcomes and value for money.

  • Staged Methodology and Costed Case Studies (337 KB)

This paper from OPM is one of a series for the learning community made up of the budget holding lead professional (BHLP) pilots and it has three main objectives:To outline some of the issues and considerations that are involved in carrying out costing exercises, To provide pilots with a methodology for carrying out cost analysis, To illustrate via case studies the cost of the BHLP service and the cost of services that might have been needed without the intervention of BHLP.

  • Skills and training for Budget-holding Lead Professionals, their managers and supervisors (266 KB)

The focus on the role played by professionals in the field broadly described as ‘children’s services’ has increased significantly. Much work has been done to identify the skills and behaviours expected of people who work with children. This has resulted in the Common Core of Skills and Knowledge for the Children’s Workforce. Attention has also been paid to the skills and behaviours needed by managers and leaders working in integrated settings.

  • Co-located services toolkit: Procurement and delivery of co-located services (63 KB)

Normally for major projects to be considered for funding, approval and subsequent procurement an Outline Business Case or Project Approval Justification will need to be prepared. This may need to be submitted to both individual organisation and joint project boards and their authorised decision making bodies for approval in principle before being put forward for inclusion in an organisation’s financial plans.

  • Rights within Reach- Developing effective legal advice (727 KB)

Young people facing problems like homelessness, financial difficulties and the transition to independence need to know what their rights are, what support they can access and the implications of any choices they make. Access to good legal advice can change their lives. Youth Access has extensively demonstrated the unique legal advice needs of young people.
