who will be involved in the commissioning process, including local
authority workers and teachers. The guidance looks at how future
commissioning at Darlington local authority will focus more on
collaboration with schools and other organisations. This guidance

3Es is a coalition of six secondary schools in
the Midlands and Surrey, formed to implement and further develop
the 3Es ethos - a set of beliefs and practices designed to
address long-term underachievement. Previously failing or
underachieving, participating schools report a 20–30 per
cent improvement in student achievement during the period of
their involvement. The focus was to explore possibilities for
extending the coalition to become a chain of schools across the

Biddenham Queen's Park (BQP) is an informal
collaboration of three schools: a lower, middle and upper
school, and a children’s centre, serving a multi-cultural and
relatively deprived community on the outskirts of Bedford. The
three schools work together with the children’s centre to offer a
range of services, including education. The vision that unites BQP
is a desire to bring coherence to the experiences of pupils and
families in the locality, working together to try to help families

Chichester Community Alliance has a nursery
school, a children’s centre and two primary
schools that serve about 800 families in central
Chichester. The Alliance extends beyond education to include
health, social services, the police and voluntary organisations.
The Community Alliance was conceived as a way of providing
strategic direction for the integration of children’s services in
the area and grew from a project that had its roots in Sure Start.
The purpose of the Community Alliance is to explore models of
leadership and governance that will provide efficient and effective
services to families in a multi-agency setting. (The Innovation

In 1990 Harris City Technology College (formerly
Sylvan High School) in South London, became the first school to be
sponsored by the then Philip, now Lord Harris, of Peckham. Since
then Harris CTC transformed from a failing school to one routinely
achieving 90%+ A* - C at GCSE and was described by Ofsted as
“outstanding”. The Harris Federation was established to support
collaborative working practices to replicate and develop this
success in an additional five schools. (The Innovation Unit,

The Stevenage Partnership is a whole-town
collaborative comprising all nine of the 11-19 community schools,
two special schools, a pupil referral unit and the local
further-education college. The purpose of the partnership is to
make a high-quality 14-19 entitlement a reality for all Stevenage's
young people, and so significantly increase participation and

The Children, Schools and Families Bill

The bill was introduced into the House of Commons on 19 November
2009. The Bill featured (as the Improving
Schools and Safeguarding Children Bill) in the Draft
Legislative Programme published on 29 June 2009. The Bill will
reform schools and wider children’s services by providing
guarantees for parents and pupils, setting out what they can expect
from a 21st century schools system. It aims to ensure that
children and young people have the best start in life.
